Kevin Joseph Farrell KGCHS is a cardinal in the Catholic Church who hails from Ireland but now resides in the United States. He was born on September 2, 1947. He had been a member of the Legion of Christ in the past, and he became the seventh bishop of the Diocese of Dallas and the chancellor of the University of Dallas during his career. Farrell was appointed prefect of the Dicastery for the Laity, Family, and Life on September 1, 2016, effective immediately. In a ceremony on November 19, 2016, Pope Francis elevated him to the rank of cardinal.

A native of Ireland, Farrell attended the University of Salamanca in Spain to earn his Bachelor of Arts degree. After that, he enrolled in the Pontifical Gregorian University in Rome, where he eventually became a Licentiate in Theology and got a Master of Philosophy degree. In addition, he received a Master of Theology degree in dogmatic theology from the Pontifical University of St. Thomas Aquinas in 1976 and a Licentiate of Sacred Theology degree in pastoral theology from the same institution (1977).

In addition to that, he graduated from the University of Notre Dame with a Master of Business Administration degree. Moreover, in 2017, Farrell was awarded an honorary Doctor of Laws degree from Notre Dame. On December 24, 1978, in Rome, Cardinal Eduardo Pironio ordained Farrell to the priesthood for the Legionaries of Christ. Farrell’s priestly duties began at that time. After receiving his ministerial ordination, Farrell worked as a chaplain at the University of Monterrey in Mexico. While there, he also gave lectures on bioethics and social ethics.

Farrell left the Legionaries at the beginning of the 1980s and was incardinated into the Archdiocese of Washington shortly after. Farrell was responsible for serving as an assistant priest at St. Peter’s Parish in Olney, Maryland, in 1984. In addition, he was a minister at the Saint Bartholomew Parish in Bethesda, Maryland, and the Saint Thomas the Apostle Parish in Washington, District of Columbia. Farrell was appointed archdiocesan Spanish Catholic Cente director the same year (1985).

In 1988, Farrell was appointed interim director of Catholic Charities, and from 1989 to 2001, he worked as the secretary of finance for the archdiocese. In 1995, the Vatican gave him the honorary title of monsignor. In 2001, Farrell was offered the position of the priest of Annunciation Parish in Washington and was designated vicar general for the archdiocese. The appointment of Farrell to the work of auxiliary bishop of the Archdiocese of Washington with the titular see of Rusuccuru was made by Pope John Paul II on December 28, 2001.

Theodore McCarrick ordained him on February 11, 2002, and he served as Washington’s moderator of the curia and senior vicar general from 2002 to 2007. On March 6, 2007, Pope Benedict XVI announced that Farrell would succeed Charles Grahmann as the Bishop of the Diocese of Dallas. Farrell took over for Grahmann. On May 1, 2007, Farrell was given his position. Farrell was a consultant for the Committee on Migration, a United States Conference of Catholic Bishops (USCCB) component.

This committee was in charge of the Migration and Refugee Services department. This department provides services to refugees, asylum seekers, other forced migrants, immigrants, and people on the move, as well as advocates on their behalf. In 2009, Farrell served as the head of the USCCB Committee on National Collections. This committee encourages good stewardship and manages the collections for social justice, evangelism, education, and the development of institutions.

His sibling, Brian Farrell, now holds the position of secretary for the Pontifical Council for Promoting Christian Unity. Kevin Farrell’s comments follow: “Despite my youth, I have ordained a bishop first, a full year before anybody else. And there is still some healthy competition between the children.” Pope Francis announced on August 17, 2016, appointing Farrell as the newly established Dicastery for Laity, Family, and Life prefect. At a consistory that will take place on November 19, 2016, Pope Francis announced on October 9, 2016, that he would elevate Farrell to the rank of cardinal during that ceremony. On that day, he was promoted to cardinal-deacon position and given responsibility for the San Giuliano Martire Parish in Rome.

Pope Francis appointed Farrell to serve as a member of the Administration of the Patrimony of the Apostolic See on June 10, 2017, and he was appointed to serve as a member of the Pontifical Commission for Vatican City State on December 23, 2017. In recognition of Farrell’s service as a former chancellor at the University of Dallas, an administrative building was given his name in July 2018. The appointment of Farrell as camerlengo of the Holy Roman Church was announced by Pope Francis on February 14, 2019. In June 2019, Farrell revealed that Bishop Michael J. Bransfield had given him $29,000 to remodel his flat in Rome.

In 2018, an inquiry by the Vatican discovered that Bransfield had been inappropriately utilizing monies from the Diocese of Wheeling-Charleston in West Virginia for these gifts and his expenses. In the following month, after the money was returned to the diocese by Farrell, Bransfield was dismissed. After the former cardinal Theodore McCarrick was laicized in 2018 for credible allegations of sexual abuse against a minor, additional reports of accusations and legal settlements dating back years came to light. These reports and settlements date back to when McCarrick was still serving as a cardinal. As a result of these discoveries, public concerns have been raised regarding whether bishops and clergy intimately affiliated with McCarrick, such as Farrell, were aware of the charges and settlements.

McCarrick had submitted a request to the Vatican for Farrell to be appointed as an auxiliary bishop in Washington. Throughout the following six years, Farrell held the position of vicar general at that location. At this period, he lived in a flat that he shared with McCarrick and two priest secretaries. The apartment had four bedrooms. According to journalist Michael Sean Winters, McCarrick served as a “mentor in the episcopacy” for Bishop Farrell. According to the material that can be found on Farrell’s website, the lion rampant that can be seen on his coat of arms “honors” McCarrick, and the yellow and red coloring that can be found at the upper right of his coat of arms is also drawn from that of McCarrick.

The Vatican announced in September 2015 that the World Meeting of Families would be hosted at Phoenix Park in Dublin, Ireland, in 2018. Pope Francis said that Farrell would take over as the next head of the Dicastery for the Laity, Family, and Life in August 2016. As a direct consequence, Farrell was given leadership of the 2018 WMOF. According to Farrell, the upcoming visit of Pope Francis to Ireland will be “inspiring” and will “counter negativity” directed toward the Irish church.

In February 2018, Farrell prevented former Irish President Mary McAleese from speaking at a Vatican conference on Women in the Catholic Church. McAleese was a proponent of women’s ordination and marriage between people of the same sexual orientation. By using a canon law procedure, McAleese could inquire about why she was excluded from Pope Francis’s audience. To this day, Francis has not participated in the proceeding before the court. On March 18, 2021, Farrell supported a restriction on blessing same-sex unions by priests instituted by Pope Francis. In his defense, Farrell said that a blessing was a sacramental action connected to marriage, and marriage could only occur between a man and a woman.

The dicastery is investigating these concerns at a conference that will take place from February 16-18 under the theme “Pastors and lay faithful are invited to walk together.” The gathering, which is taking place at the Vatican Synod Hall, has a total of 210 attendees coming from 74 different countries. There are 107 laypeople, 36 priests, and 67 bishops present. Cardinal Gérald Lacroix of Quebec, one of the key speakers, told reporters on February 14 that when he was ordained, the Canadian bishops invited him to provide his perspective ahead of the 1987 Synod of Bishops on the laity. The Synod of Bishops was focused on issues on the laity.

It is evident that laypeople have roles to play in the life of a parish, he said; however, priests, bishops, and cardinals also need to recognize how Catholic laity are bringing the Gospel to the world through the jobs they hold, the lives they lead with their families, the volunteer work they do, and the social engagement they participate in. He remarked that this requires “a change of heart, a change of attitude” and that “we must get to a far deeper understanding of what it means to be co-responsible for the life of the church.”

Several dioceses across the globe do not always make room for laypeople. At the International Preparatory Meeting in Fatima, which will take place from October 17-19, teams of local organizers will meet with representatives of Bishops’ Conferences, Youth Ministries, movements, and congregations. World Youth Day Lisbon 2023 will occur from August 1-6, 2023. In addition to this, he emphasized the significance of coming together as “the one universal Church on the way, pointing out that young people are the “protagonists of change” in the synodal youth ministry that Pope Francis is promoting. He extended an invitation to those who were listening to him to allow “the young people themselves” to have a leading role in the preparations for WYD, including the celebration of the Diocesan World Youth Days on the Feast of Christ the King.

Cardinal Farrell said that the fundamental concept of synodality had a “direct resonance” for the Meeting at Fatima. Although the World Youth Day organizers will present their plans, it is up to each individual to participate in the event. He announced that everyone in the room was a co-organizer of the upcoming World Youth Day. “We are all responsible! Let us do our best to assist the hosts in whatever they do in Lisbon. In conclusion, the Cardinal said that despite the “huge organizational and logistical efforts” required to ensure World Youth Day’s success in Lisbon, “their fruits are at another level.”

Because Pope Francis has entrusted him with a significant number of essential responsibilities in recent years, the American cardinal of Irish descent, who was formerly the bishop of Dallas, Texas, is regarded as an important player in the Vatican. He was born in Ireland. During the interview, we discussed the significance of these roles, which include supervising investments and approving “reserved legal and financial matters” in the Vatican City State. In addition, we discussed the crucially important one of camerlengo (chamberlain), which plays a vital role in the interruption in the Vatican when the pope resigns or dies.
