Lina Maria Hidalgo (born 19 February 1991) is an American Texas politician. She is county judge of the third most populous county in the United States, Harris County. Hidalgo is the chief executive officer and emergency manager of the county. She monitors a budget of more than 4 billion dollars.Much of her childhood has been spent by Lina Hidalgo on dysfunctional governance.

The 27-year-old Immigrant — who presides over her first meeting as the newly elected county judge at the Harris County Commissioners Court on Tuesday — was born in Colombia when the government’s fight with drug lord Pablo Escobar, guerrilla groups, and paramilitaries even put them at risk at the supermarket. At 5, her father, a technician, obtained a job in Peru where things were more secure, although corruption was still pervasive. The next stop for the family was Mexico, where governmental corruption was likewise the standard.

It was like a dream for the 14-year-old, full of tennis courts, pig dissections and seemingly endless chances when she and her family relocated to Cypress, the expansive suburb northwest of Houston. In Stanford University, she was able to secure enough money for scholarships and needed help to study political science where she wrote her undergraduate thesis on good governance and visited Cairo one year after Arab Spring for political studies, as well as China to compare Tiananmen Square and Tahrir Square protests. Hidalgo was awarded a diploma in 2013, and then travelled to Thailand for the Internews Network, an international non-profit organisation that trains journalists and advocates on press freedom.

After returning to the US, she volunteered for the Texas Civil Rights Projet and the county-run Public Hospital of Houston before entering Harvard and New York universities as a Master’s Programme, her disillusion with the U.S. policy system exploded as President Donald Trump moved to limit access to health care and freedom of the press.

She therefore chose to hold her degree and run for political office. After chatting with friends, consultants and local politicians, she settled on County Judge Ed Emmett, a Republican incumbent who presided over a courthouse of five members over nearly a decade years.

Now she runs the most populous county of Texas—the first woman and Latina to do that—after waging a blue tsunami in Harris County which drove out several Republican county officials and saw Democrats predominate in every judicial county.

Hidalgo, who turns 28 next month, has just decided through lengthy research that the county could do a better job of controlling a major public health system and the largest prison in the state.

In the autumn of 2017, when Hidalgo was a Democrat, she was regarded beyond a long shot. Emmett was probably the most popular politician in Harris County—a moderate former state official who managed to stay a favourite even as his party drove far to the right, and whose leadership was highly commended after storms, Ike and Harvey. Before the election, Emmett had championed a historic $2.5 billion flood mitigation bond triggered by the terrible and overwhelming storms of Harvey.

Hidalgo also won the Democratic primary by default. Emmett was deemed so formidable he faced any meaningful challenge from either party.

During the campaign, Hidalgo notoriously refused to attend a court hearing of commissioners. Her public explanation of that decision has altered, but she maintained it was ‘out of principle’ because it is too difficult for members of the public to reach the committee court chamber — at the 9th floor of an unrestricted building in the centre of town.

“At that time, I had no desire to go because it was part of the inner circle,” she stated. “They don’t want you.” “They don’t want you.”

In the meantime, Emmett turned his attention to the Democratic voters that he thought would cast straight-ticket votes even if they had supported him in previous elections. During the elections, he and Hidalgo discussed and appeared before the editorial board of the Houston Chronicle.

By September, political scientist Mark Jones of Rice University stated political tides flipped as President Donald Trump grew unpopular, and it became apparent that all GOP candidates across the country are extremely vulnerable.

Emmett was “the least vulnerable Republican incumbent,” Jones observed, but “In the end the pro-democracy wave was just too large to hold Hidalgo’s head above water and swept to office.”

From more than one million votes cast, Hidalgo earned around 19,000 votes — a razor-thin margin. In the mean time, Democrats at the top of the ballot – U.S. Senate candidate Beto O’Rourke, in particular – outscored Republican people in Harris County by far higher ratios, a hint that Hidalgo really benefited from direct ticket voting. But she resents people who say it was her winning sole factor.

“It obviously had a role, but we waged a hard campaign,” she added, noting that in political contributions she collected half a million dollars. Her campaign financing filings show that much of this money has come from outside the state – especially from California. Famous people from Jennifer Aniston to Isabel Allende gave money to Hidalgo.

In nearly three decades, the election of Hidalgo, combined with the elections of the former Harris County Sheriff and Adrian Garcia, Member of the Council of the Houston City, gave Democrats their first majority in the court of Commissioners.
