Mark Christopher Butler (born 8 July 1970) is an Australian politician and member of the Australian Labor Party who has represented the Hindmarsh electoral division in the Australian House of Representatives since 2019, and previously the Port Adelaide electoral division from 2007 to 2019.
Butler was the secretary of the Liquor, Hospitality and Miscellaneous Workers Union in South Australia prior to entering parliament (LHMU).
Butler served in the Second Rudd Government as the Minister for Climate Change and the Environment, Heritage, and Water. He became Shadow Minister for Environment, Climate Change, and Water after the 2013 Federal Election, and then Shadow Minister for Climate Change and Energy after the 2016 Federal Election.
Due to the elimination of his seat of Port Adelaide in a federal redistribution, Butler moved to the seat of Hindmarsh in July 2018 as part of a Labor factional compromise. Most of Port Adelaide’s original territory was absorbed by the redistributed Hindmarsh. In the place of departing MP Kate Ellis, the member for Hindmarsh, Steve Georganas, was elected to the seat of Adelaide.
Butler was born on July 8, 1970, in Canberra, parents Lindsay Nicholson, a campaign worker for Bob Hawke and Paul Keating, and Vietnam soldier David Butler. Sir Richard B. Butler and Sir Richard L. Butler, conservative South Australian Premiers, are his great-great-grandfather and great-grandfather, respectively.
Butler attended Unley High School in Netherby, South Australia, and graduated with a Bachelor of Arts in Jurisprudence and a Bachelor of Laws with First Class Honours in 1986. He went on to Deakin University to get his Master’s in International Relations.
Butler was elected the youngest-ever President of the Labor Party in South Australia in 1997 after becoming Secretary of the South Australian section of the Liquor, Hospitality and Miscellaneous Workers Union (LHMU) in 1996.
Butler was a prominent member of the Labor Left. Since 2000, he has represented the group on the ALP National Executive, where he has formed a good working relationship with his NSW counterpart Anthony Albanese. In the Federal ALP Leadership contest in October 2013, he would later serve as Albanese’s campaign manager.
Butler was also known for his cordial connection with South Australia’s Labor Right, particularly Don Farrell, then-secretary of the Shop, Distributive and Allied Employees Association.
Butler was named Parliamentary Secretary for Health in a reshuffle of the Rudd government in 2009. On September 14, 2010, he was sworn in as the Second Gillard Ministry’s Minister for Mental Health and Ageing. Minister Assisting the Prime Minister on Mental Health Reform was added to his portfolio on September 12, 2011. Butler became a member of Cabinet on December 14, 2011, when his ministry was renamed Mental Health and Aged Care.
Butler was elected National President of the Australian Labor Party on 17 June 2015, and Wayne Swan took over as Senior Vice-President on 18 June 2018, succeeding Butler.
